The syllabus and NCERT books prescribed by CBSE are the core of Class 11 and Class 12. Every competitive exam for entrance is based on the concept taught you in 11th and 12th. NCERT is designed by one of the top professors, teachers which are expert in their fields. NCERT helps you in making the foundations. To be able to crack JEE Mains and Advanced, you have to learn the application of that knowledge. If you know the fundamentals, you can easily crack the paper as you can apply the knowledge. So CBSE syllabus indirectly helps you in cracking competitive exams.

Yes. The syllabus prescribed by CBSE forms the basic architecture of the syllabus of JEE Main and JEE Advanced.
I would advice you to keep practicing the topics of 11th and 12th level CBSE curriculum. To score well in the examination cover all the important topics of physics, chemistry, and mathematics of classes XI and XII.
A handful of questions are asked from outside the syllabus. You must cover all the basic topics and have a strong foundation in it.
If you have a good command over the subject and you have a well planned out strategy, you will ace the exams.
