Youe query seems  to be like you are in 12th and you want to give neet exam2019

Yes you can give neet exam and neet exam results are declared only after the board results so if you dont qualify for boards you will not qualify the neet exam.

Yes , definitely you can appear for NEET 2019 .According to eligibility criteria of Neet UG ,the candidate must not be less than 17 years by the end of 31st December 2018 ,and as your result would be declared before the counselling round of Neet ,if you qualify the entrance test ,you will have to submit your documents in counseling round by which you'll have all your documents with you ,so it's not a big deal .
