There isn't any Ex Servicemen quota in the 15% All india quota seats, however the ex servicemen quota applies to the 85% State quota seats. Some states offer the seat under the ex servicemen category while some not.  As far as Haryana is concerned, i guess Haryana doesn't offers it, but you could confirm from the concerned authorities, conducting state counseling.
