Hello friend,
It depends whether you have German language proficiency or not.

IELTS is not required for the reason mentioned that German Universities do not ask for it in case you are showing a sufficient proof of German language proficiency. In the same case, embassy wont reject your visa, reason being program available in Germany are in German Medium and not English taught.

In another case, you van apply for Germany student visa if you have IELTS score and do not have German language proficiency. For this situation, you would have to apply for language program in Institute located in Germany through which you could be admitted to the University you want to apply for.

Hope this satisfies you purpose.
