It depends upon few factors, lets do your analysis, please answer following questions in your mind as "yes" or "no" :-
1. Are you interested in research related to ECE?
2. Are you able to afford the fees of Jaypee Noida?
3. Are you seriously interested in engineering and technology?
4. Do you want to be M.tech in ECE?
If at least 3 out of your 4 answer is "YES", then you can go for it.
Placement from Jaypee is very average and you can't expect hefty packages from there. If you are interested in your course then you will definitely get good salary.
For example, a student from a private engineering college in West Bengal got placed in Microsoft just because he was exceptionally good in programmming. He didn't got any help from his college but he did everything by himself.
Placement is mainly the result of your hardwork. College's role is just 10-20% in low tier colleges. It's your skill which covers the rest 80-90%
