Yes it is.

For admissions into NITs, IIITs and CFTIs, the candidates should have secured 75 % or be in the top 20 percentile of their respective boards. For SC/ST category, the marks to be scored is 65%. You can find out more about this topic on this link.

Yes, it is compulsory to score 75 Percentage to be eligible for Admission to NIT and IIIT.
