Yes, Permanent Residential Certificate is necessary for admission in any engineering college. Nowadays PRC is generated online. You should know in which Circle Office you have to apply. Take all the necessary documents to the circle office for scanning.  If you belong to caste then bring your caste certificate. After all the work is done the form will go to the circle officer where the final verification is done. You need to visit DC office also after filling up the form.
