Is it possible for both 15% All India quota and 85% state quota in NEET 2019 Counselling ? Is there any risk ?

It is possible for a NEET Qualified candidate to participate in both 15% counselling and your state counselling but it is required to soon withdraw one seat before due date after your counseling process has been done.
