Dear Karthik, To be eligible for KCET 2019, the candidate should be a citizen of India. To fulfil the domicile eligibility criteria of KCET 2019, the candidate should have studied and passed from a recognised institution situated in Karnataka. The academic study from a state institute should be for a minimum period of 7 years, starting from 1st standard to 2nd PUC/12th standard as on July 1 of the exam year. Candidates should have appeared/passed either SSLC/10th standard or 2nd PUC/12th standard exam from Karnataka.
If you dont fulfil this criteria, unfortunately you can't appear for KCET. For example even if you are not from Karnataka, either you should have studied in Karnataka for 7 years or should have appeared or passed atleast 10th or 12th from Karnataka.
