Hey,
VITEEE 2021 is going to practice ORPE ( online remote proctored exam)  where candidate use mobile, desktop or laptop. So laptop is not compulsory you can use your mobile phone alao with front camera and internet or wi fi.
But it will better if you arrange laptop, with data pack or wifi .
On the day of examination you should have backup plan like if you don't have laptop, arrange it or have a proper net pack in your phone with 256 kbps  speed and with minimum pack 1 GB / day

VITEEE 2021 is conducted in Remote Proctored Mode and the applicants are monitored through primary device and secondary device. A Primary device is laptop or desktop with Linux/Windows/Mac OS and secondary device is Android or iOS mobile phone. According to the guidelines provided in the official website https://vit.ac.in/files/VITEEE-online-guidelines.pdf

the candidate must have both laptop/desktop and mobile phone. Also the network connectivity must be strong without interruptions. So it is mandatory to have laptop or desktop to appear for VITEEE 2021
