Yes Financial Assistance is provided to M.Tech students who read in colleges maintained by MHRD or other government agencies.I will be mentioning the stipends-

• To all the regular students a stipend of 12,400 is paid for 24 months.
• DAE,DGFS Scholarship by DRDO-award to 3 M.Tech students 11,000 INR is paid per month with additional 5000(one time) towards educational material allowance,2500 is deducted from semester fees. The  selection process is done through interview by DAE.

Other candidates for scholarship are branch based.For more information you can visit the official site of IIT Delhi.

Hello. As per my research if any work is recorded in your name then defineitly stipends are given. If not this year it's your bad luck due to covid.
