Since the last date has passed, you can’t apply for CMC anymore. You can try next year.

Yes. The application forms taken by CMC Vellore is illegal and Supreme Court has denied. There will be separate form from Tamil Nadu government centralised admisison for the same which you can fill. CMC Vellore is not authorised to conduct college level admissions.
