Well,yes. You can fill the counselling of 15 percent All India Quota on mobile phone. But it is advisable that you use laptops or desktop as the procedure is lengthy and you may face technical glitch.
So,you can go to cyber cafe if you don't have laptop and fill the form yourself.

I would suggest you to fill your form on desktop or laptop only as this is an important form so you should not take any risk.
