The reservation to courses is based on caste and not domicile based. As there is specified number of seats for categories with reservation, may it be from Karnataka or Delhi you will get the seat depending on your caste. So there is no weightage depending on domicile. But there are colleges that admit students based on domicile-caste also. But this is not relevant in Delhi.
