yeah you could attend the second round of counselling if you weren't alloted any seat or not your desirable seat in your first round in case of later please don't freeze the upgradation

But it's website says that it is not necessary? Could you send me the link where it is written that it is necessary to attend first counseling to be eligible for second counseling of comedk
