Yes,  you're eligible to take the test. As it's only required 60% you can give a try. As you said you want to enter into DTU, you need to perform good at JEE.

60% is needed overall or in pcm only

Yes! You can give jee mains. College depends upon your jee performance.

Yes, you're eligible to enter into both universities but it's basically depends upon JEE score.
