Dear Aspirant,
CSAB Round of counselling occurs after all the rounds of counselling of JOSAA are completed. While JOSAA rounds of counselling were to fill the seats of IITS, NITs, IIITs and GFTIs, the CSAB Counselling is for filling the vacant seats of NITs and IIITs. CSAB Counselling is a special round of counselling which is a process to fill the Home State seats by converting them into ALL INDIA QUOTA seats.
A candidate who have not yet been allotted any seat in JOSAA rounds of counselling or is looking for upgradation of the seat allotted to him in the final round of JOSAA counselling, can apply for the CSAB round of counselling.
Both general rank and category rank of a student is considered for filling the seat. While the reseved seats are filled by category/quota students, the unreserved seats are filled by general students.
If you belong to a particular reservation category and you have a good rank, then you will probably contesting for the reservation seat. If you don't have any quota, then you have to contest for the unreserved seats.
