Karnataka's proposal of adding 400 MBBS seats across 8 government colleges will add to the overall intake. Since Kashmiri Migrant quota is expandable percentage/reserved quota (not a fixed number of seats really), the number of seats for Kashmiri Migrants is also likely to increase at a similar pace. This will allow for more opportunities under this category, and can decrease the cutoff marginally for Kashmiri Migrant students in that the more the seats the lower the competition.
