Yes ! An MCA student is eligible for the gate exam.
In my opinion, if you're planning to join an M.tech then it's not an good idea as you have post graduation MCA already.

If you want to join PhD in IITs and IISc, you have twk options, which will be considered for the selection for the candidates for PhD are,

1. UGC NET JRF in Computer Science
2. GATE Computer Science

Age limit for NET JRF is 28 years for general category and 5 years relaxation SC/ST/OBC and women.
And there is no age limit for NET lectureship.

By qualifying NET you can apply for the post of ASSISTANT PROFESSOR in Universities.

GATE is a Graduate Aptitude test for Engineers. It is a National level common Entrance test to get admission for MTech in Top Colleges and IIT's. One can get a job in PSU through GATE Score. MCA graduates  are not eligible to write the GATE exam. Only N.E and BTech graduates are eligible

Yes they are allowed for gate.

If you are looking for MTech in Computer science after won't be good.

you can try for Phd after your graducation.  Gate exam is for any graduatee student in it's end of final year.
