Yes, since you are living in Delhi and you have done your 12th from NIOS Delhi, you will be considered for Delhi domicile. You can apply for NEET under Delhi state quota . But make sure you also have proper documents like Delhi address proof, 10th or 12th from Delhi, etc.
So yes, you should get Delhi domicile.
