You have achieved 80.5% in 12th CBSE, which clears your basic elligibility round.
Now coming back to your percentile 72.34 is low even for OBC category. So, Delhi government engineering colleges are ruled out of question.
COming to the colleges of Bihar You have a chance of grabbng a few government college in Bihar, but most of the branches offered will be in core sream.
