If you are participating any co-curricular activities in your college then college will be give you the CLC. Look when they want college fee's receipt but you don't have it then you should ask them that check college computer or laptop because now days every details save in digital process. So i hope you will get your college receipt. But you said you have college roll no but they would not give you the certificate. So you can contact directly to your college principal or director. I think he/she will help you for this situation.
