The competition is increasing more and more and hence you need a higher rank to get into the top universities. Unfortunately the top nits and IIITs would be tough to get into with this score. Since you are specifically asking for NIT rourkela, the cutoff for branches like CSE or EEE or Mechanical or ECE is a bit high since the university is a bit high ranked one and these are high demand courses
