i think you're brother is going to give +2 board examination in 2019,right? then he is eligible for jee mains 2019.you still have time to apply jee mains 2019.
if you're not interested to give jee mains in this year then the academic qualification for jee mains 2020 is,
the candidate should have passed in their +2 board examination of the year 2018/2019 or the candidate who all are gonna give their board in year 2020 also eligible.

As per the guidlines of NTA, a candidate is eligible to give jee mains for three consecutive year. Your brother also lies in this category and he is eligible to give jee 2020.

Yeah!! Definitely your brother is eligible for jee main in 2020 while make sure your get passed in 2020 as in case during counseling he needs a certificate from plus 2 with passed mark to get admission ,
