Firstly congrats to your brother for qualifying mains.
So basically, EWS or GEN-EWS is a subcategory of people belonging to general category whose family's annual income is less than 8 lakhs and who don't belong to any other category like ST/SC/OBC. If any EWS candidate's family income exceeds the limit then she/he will be considered as general category and not GEN-EWS category.
An EWS certificate is basically issued to such people. Government didn't really provide any reservations to GEN-EWS. Having this certificate will give them 10% reservation in higher education and government jobs just like other categories. Basically it provides reservation of 10% in education and helpful in further career with jobs.
