my category is obc ncl. can I participate in neet ug counselling as general category?

Since you belong to OBC-NCL category you do have a benefit of getting a seat at slightly low marks than a general category candidate.
You will be allowed to participate in GENERAL category counselling if you are not able to produce a certificate of OBC-NCL category..
But I would suggest you take part in your own category as in that you have a slightly higher chance of landing an admission.
