As far as state quota is concerned, you can avail the benefits of state quota 85% seats only from your state of domicile and not from other state. 

Any other state other than your domicile state will not allow you to attend the counseling for government medical colleges and dental college seats.

With the marks she has scored, there is slight probability of getting a medical college seat because the cut off has increased this year.

Attend the counseling till the mop up round and maybe in last round you can get a college but the chances are very less.
