According to the criteria for age given by MCI for NEET 2018, the minimum age of a candidate should be 17 years. A candidate born after 1 January 2002 is not eligible for NEET 2018. Another criteria is, a candidate should have passed 10+2 or equivalent exam from recognized university. So, you will not be qualified in this criteria either.
You are not eligible for NEET 2019. You can appear for NEET from 2020.

The minimum eligible age is 17 years candidate must have completed his/her 17 years till 31st-Dec 2019 and as per your above said date of birth you wil be 16 years old in 2019 so you are not eligible for the same.
