My friend is out of his home state so he uploaded his 3 month old obc ncl format that contain all info. as required by Cat,Is there problem?

I saw that you have mentioned that it is not in the same format as mentioned in the CAT exam brochure then it won't be problem right now but you need to change it in the future.
College won't be accepting any other format. It doesn't matter whether it is approved by any govt. You can ask your friend to make his certificate in the format mentioned in the CAT brochure and he can show this certificate during the verification of documents on the interview day of any college.
Interview session will be starting from Feb month and every college verify all documents on the day of interview thoroughly so as to avoid any problem ask your friend to be prepared with the certificate in the correct format.
