my friend wants to monetize his videos on YouTube.he is only 16 but not 18.he is born in 2005.he said he will change his birth year to 2003 in gmail details and apply for monetization and after approval for monetization he will change his birth year back. will that work??

To be eligible for monetization your YouTube account needs to be linked to an adsense account. And to be eligible for Ad sense account you need to be above 18 years of age.
If you are not 18+ still you can monetize your account by linking your YouTube to an ad sense account of an adult or your legal parent and then can enjoy monetization on your account.
