As you have secured overall general merit rank of 20654 in upsee then it is quite impossible for you to get cse branch in any government college ( as you are from all India quota).

Now as you don't belong from up then, getting a government college is nearly impossible as getting any branch in government college. In simple words, apart from cse branch you also can't get any other good branches in the goverment colleges.

But as per your rank you can get UP TEXTILE technology institute ( which is a good government college). Otherwise you cannot get good government colleges like iet lucknow or biet jhansi.

But you can easily get some private college like psit kanpur, and in this college you can easily get cse branch.
