My jee mains AIR is 9 lac and I'm a general category student, is there any chance to get government college in madhya Pradesh

Unfortunately no. You have secured a very high rank in JEE Mains. Even a rank of 200k can't assure you a seat. If you're interested to join only government colleges then better take a drop and do well next year.
