You'll be eligible to appear for NEET 2023 as per the eligibility criteria candidates need to attain 17 years by 31st December of the appearing year, and you will attain the same on 25th April, 2023. Other than age criteria you are also required to fulfill the other criteria which are as follows;

Passed or appearing 10+2 from a recognized board with Physics, Chemistry, English and Biology/Biotechnology as core subjects.

PCB Aggregate inclusive of theory and practical needs to be attained against one's respective category

UR-50%
SC/ST/OBC-40%
PWD-45%

As of there is no upper age limit for appearing in NEET, hence no more restrictions as well in number of attempts.

Yes, you are eligible for Neet 2023 examination with your date of birth 25 April 2006.

This is because,

To be eligible for Neet 2023 examination one needs to be at least 17 years old by 31st December 2023

And you fulfill this criteria  with your date of birth on 25 April 2006  as
you will be 17 years old on  25 April 2023 itself i. e you will be 17 years old before 31st December 2023 and thus eligible for Neet 2023 examination with your date of birth

Also,

To be eligible for neet 2023 you must be either appearing for your 12th board examination 2023 or should have passed 12th board examination with physics, chemistry ,biology and English and must have got at least  50  % in aggregate of PCB  i.e Physics, Chemistry and Biology ( in theory +practical) in 12th examination  if belongs to general category , or   at least  40%  in aggregate of PCB if belongs to  Obc/ Sc /st category.
