Let us first see your chance in getting into NIT Rourkela, as you have HS quota for it. Looking at Opening and Closing Ranks from the past 2 years, it is unlikey that you will be able to secure a seat in this college. For example, the largest closing rank for this NIT is 9885, for Ceramic Engineering. These ranks change every years, so there is some hope.
Moving onto other NITs, most newer NITs only offer CSE, ECE, EEE, Civil and Mechanical Engineering. The demad for these branches is quite high, and with your rank, it seems unlikey for you to secure a rank. You will have a chance at bottom NITs that too with a branch that might not be of your choice. All in all, it is very tough for you to secure a seat in NITs, but it is not impossible. Treands in JOSAA have changed abruply before, so my advice will be to fill out NIT Rourkela first then other NITs like Silichar, Goa, Delhi.
