Neet is the sole entrance test for admission to MBBS and other medical and paramedical courses in India. The exam is organised by the National Testing Agency.
Admissions through NEET are basically categorised in two types of quota i.e., All India Quota (AIQ) and State Level Quota. All India Quota comprises 15 per cent of the overall seats and the rest of the 85 per cent are filled under state-level quota.
As per your question, you have got 312 marks in neet which is a not so good score, you can get MBBS seat under private college very easily but not under government seat. As you belong to st category so its quite possible to predict about college but can't promise about it as cut-off changes year to year.

Every year the cutoff changes depending upon the number of candidates appearing for the examination,the difficulty level of question paper and the reservation category of the candidates.
If we take into consideration,the previous years cutoff,you are not likely to get any government seat under All India Quota.
