Well if statistics go as per last year then he will get an AIQ rank of around 32000-35000 and his WB state rank will be around 1004-1068 [I do not remember the exact data its just approx]. So that should fetch you either of these govt medical colleges after the 2nd counselling :

KPC(PM Quota)
Midnapore
Murshidabad
MaldahESI
JokaNBMC.
And yes one more thing if we see 2018 trend then 470 will fetch him a government MBBS college but not a top one but yeah he can get. Now let us come to this year 2019 I feel paper was slightly easy then 2018 so cutoff may rise for every college but this year 150 seats have been added to MBBS so keep your finger cross I feel he will get it.
