NIT's:

1. NIT TIRUCHURAPPALLI ( ALL BRANCHES EXCEPT CSE)

2. NIT WARANGAL ( ALL BRANCHES EXCEPT CSE )

So according to me he should go to any of these 3 NIT's rather than choosing a lower IIT and Lower branch.
