My special entrance in ojee rank is 09 and jee mains rank is 190000. I want to admission cs in btech in the year 2019 please suggest.

With this rank it will be difficult to get a government engineering college. But you should try in counselling if you will not get a seat in the counselling then you will have three options one is to drop and prepare for jee next year. Second is to get a paying seat in government engineering college but it will be much costlier thats why it does not seems to be good option. Third is to get admission in a good private engineering college and have can there.
You just need to have a passion for cs and try to gain as much knowledge as you can have.
At the end knowledge matters more than college name.
