The validity period for an OBC NCL certificate is 1 year. So for any such purposes during the verification time if your certificate is still under the validity period , then it will not cause any problem. But if the exam has specifically mentioned the date on which the certificate should be issued , then it is better to do what is appropriate to fulfill that criteria.As you have applied for the certificate on January 2021, it may take approximately 1 or 1.5 months to get the certificate, however the it make take longer depending on the authorities. You may approach the authorities before that and ask for at he specific issue date or other alternative. Such procedures will differ from state to state,it depends on the authority issuing the certificate, so only they can give you proper assistance in this matter. If there is no such  provision to change issue date then it is better to apply again.
