Lokesh , if the course that you are pursuing is a three year degree course , then yes you can definitely apply for AFCAT 2 , 2019 ,infact you could have appeared for AFCAT 2 , 2018 itself , nevertheless the exam is not that difficult if you have a sound grip on the basics of english and other subjects . Make sure you prepare well and practice atleast 10 previous year paper . All the best .

No sir I am studying btech (4years course) in ece branch.Now iam in 3rd year second semister and it will be complete by this month.So please guide me can I apply for afcat2 or not

No you cannot , as per the eligibility criteria , you are eligible for the exam in your FINAL YEAR of graduation , so technically you are eligible for afcat 1, 2020. But i suggest you apply for the coming afcat too , to understand and test the waters . It woll only increase the probability of clearing your exam.All the best , Jai hind.
