From 18 April 2018 poi and oci have 15 percentage all india quota in the neet exam they can get benefit of these seats in all the country. This act allows oci candidate to fill the form as a normal person. And allow him to get admission from the 15 % all india quota.

So it does not allow under the state quota(85%).
