Yes, 12th commerce and Arts students are eligible to join the Indian Navy, but there are only limited options. Only science students can study further forthe Indian Navy (through NDA) and get officer rank posts as per their eligibility.

You can join Indian Navy as a Petty officer or Sailor with a BA degree. If you want to join as officer you should have B.Tech degree.
