Hello dear,

from my point of view CS at PES University is better then Mechanical at RV because

PES University provides better placement for CS students.

Big companies like Microsoft, Oracle are coming there.

The course curriculum constantly gets updated.

Experienced faculty.

so, you have to go for it.
