Generally , to obtain a diploma course in CSE, either you need to appear for Entrance test to get admission in some colleges or you can get admission through your academic marks in 12th.

Basic Eligibility criteria: pass 12th with any stream with min 60%

After diploma, you'll have a chance to do B.tech course by getting admission through lateral entry in 2nd year directly .
