Sorry to disappoint you but you can't enroll in a MBBS course in India without qualifying NEET.

In some private colleges, they even ask for the cut off marks for admitting the students in the college for the MBBS course.

1. All Medical Colleges in India - whether Private or Government or Deemed Universities cannot give admissions to candidates who have not appeared for & qualified in NET 2019.
2. According to the new regulations, it is mandatory for a student to qualify in NEET to be eligible for admission in MBBS or BDS or AYUSH courses.
3. It has also become compulsory for a candidate to qualify in NEET to be eligible for MBBS admission abroad.

if you have a low score in NEET then also you can get Admission in some of the colleges but without NEET you can't.
