Registration for All India and State Quota - are they done separately? Like.. they have no relation at all?

The counselling for All India quota seats or 15% AIQ seats is organised by MCC but as far as the state quota seats or 85% remaining seats are concerned, the counselling is organised by respective state government bodies.
Every state's medical College admission includes 15% AIQ seats and the remaining fall under the 85% state quota seats.
Students all over India can have a seat from the 15% one but only the respective state students have the right on the state quota 85% seats.
