This choice also depends on the choice of subject/course. First you need to find if your choice course is available in India or not. Yes, still many courses are not introduced in India.
If you are adaptable to changes and environment. If you can afford it (atleast some of it) and potential then you must definitely shoot the arrow.
IN COUNTRIES LIKE UK USA THERE ARE TONS AND TONS OF REPUTED COLLEGES/ UNIVERSITIES.
Pursuing studies from abroad departments upon the course that you are seeking because there are certain courses like journalism, mass communication, etc these courses have better facilities in abroad universities and you will have better opportunities and exposure but if you want to pursue law than I would suggest there is no use because if you have to give bar council of india exam so that you can practice law apary from this money is also a factor because studibg abroad is quite expensive.
