The decision depends on two factors. First, how much do you expect in your cat. Second, what is the application deadline.
If you are expecting a good score and the deadline is before cat results are expected, definitely apply.
If the deadline is after the results will be out, wait for the results and then apply accordingly.

@Vivek: It depends. You will have to check there official sites. Because applications are out of different institutes as per their advertisement and dates may vary. Some are out before and others may be out after the exam. The ones you are interested to
