See if you want to take admission on the basis of NEET score then you have to appear for NEET Counselling which is conducted after the completion of NEET. But there are some states like Kerala that opens application process for counselling of state quota seats prior to the commencement of NEET so in those states you can apply for counselling when the application process gets started. However if you are seeking admission in MBBS course then you have to appear for either state quota counselling or All India Quota counselling which is conducted by DGHS on the behalf of MCC and then for the remaining vacant seats the institutions conduct their internal counselling. For All India Quota counselling starts after the declaration of NEET Result.

I don't understand why will you register.
As your NEET results will be out, you will get rank and a counselling session will be organized through which you will allocated your college as per your rank and your choice. So you will have to follow this procedure, thus there is no need to sign in for any other college websites. But in some colleges the state quota seat can be applied before the commencement of the examination (in kerala and some other state). So if your state colleges demands such norms then you can surely do that.
