Yes, a person with 70% disability (PwD category) and 22 percentile in JEE Main may not be eligible for admission to NITs, IIITs, or GFTIs through JoSAA , as the minimum required percentile to qualify for JEE Advanced or JoSAA counseling is usually higher , even for PwD candidates.
For the General-PwD category, the qualifying percentile was around 0.001 to 2.50 .
But just qualifying JEE Main is not enough to get admission in NITs/IIITs. Your All India Rank (AIR) must be within the closing ranks for those institutes.
22 percentile is quite low. It likely results in a very high (poor) rank , which is generally not enough for admission through JoSAA in central institutes.
You still have several good alternatives :
State Engineering Colleges : Many states (like MP, Rajasthan, Haryana, Punjab) offer admission based on JEE Main scores , and have PwD reservation . These may have lower cutoff ranks .
Private Universities : Some private universities admit candidates with low JEE scores or have their own entrance exams.
Management Quota Seats : Some private colleges offer management seats that do not strictly require high ranks.
With 70% disability , you are eligible for reservation benefits and central/state government scholarships .
Even with 70% disability, 22 percentile in Jee mains is not enough to fetch the IITs, NITs or GFTIs since the minimum percentile criteria is 45 percentile in PwD category.
However Many state engineering colleges reserve seats for PwD candidates and have lower cutoffs and you may not need JEE Main scores for some state-level counseling (e.g., in some states like Maharashtra, UP, MP, etc.)..
You can consider private colleges with their entrances like VIT, SRM, MIT,etc.
